Butterflies on a 6rr K1

Righteo.....i bought a ZX6rr K1 track bike a couple of years ago. Its got the 636 B1 engine fitted but came with the original K1 lump. Its been sat in the garage and never ridden. Ive just dug it out and fired it up as i plan to use it for a few track days. New oil, filters, plugs etc etc went on today. However it bogs down at low revs.....

Ive noticed that the secondary butterflies have been removed and the shaft has been lockwired in the open position

What would the idea behind it be? Any ideas? From memory it was a mcnninja bike originally!
